It is concerned with developing, implementing, monitoring and evaluating labour inspection programs on various establishments to ensure the implementation of the provisions of the labour law in the private sector and ministerial decisions implementing it to provide adequate working conditions and fair conditions in a manner that ensures stability in the work environment. In addition to raising preventive awareness and consolidating the concepts of occupational health and safety among workers and employers, monitoring and ensuring the safety of the work environment and fulfilling the requirements of occupational safety and health.

Labour inspection:

 

The labour inspection undertakes the supervision and inspection of establishments to verify their compliance with the labour law in terms of rights, working conditions, safety of labour contracts, etc.

 

 

 Resolving Labour complaints: 

 

 

The Labour Inspection Section plays a significant role in resolving labour complaints for workers on the job, in order to support the stability of the labour market in the Kingdom, by finding consensus solutions between all parties to the conflict under the Labour Law No. 36 of 2012 and the resolutions implementing it, hence, the complaints are handled confidentially.

Awareness lectures on Labour law:

 

In order to enhance the role of preventive inspection, the Labour Inspection Section provides awareness services on the labour law that aim to educate all production parties, including workers and employers, of their rights and duties towards work in order to create a positive work environment that contributes to the stability of the worker in the labour market.

Occupational Safety:

  • The section undertakes periodic preventive inspection on the work sites in the private sector institutions to ensure their compliance with occupational safety and health standards in accordance with the Private Sector Labour Law No. 36 of 2012 and the relevant international conventions.
  • Technical investigation of work-related occupational accidents, which is occurring in the workplace of private sector institutions.
  • Investigating in the labour complaints related to occupational safety and health in accordance with the Labour Law in the private sector.
  • Issuing, designing and printing awareness-raising information materials relating to promoting a culture of occupational safety and health in the workplace in several languages in line with the workforce in the Bahraini labour market.
  • Organizing seminars and conferences to promote the concept of occupational safety, in addition to identify the latest developments in the same field in cooperation with the three production parties and civil society institutions.
  • Conducting studies and research on occupational safety.

Objectives of the Occupational Safety and Health Council:

 

  • Proposing a national policy and a national system for occupational safety and health.
  • Proposing and reviewing the development of national legislation and standards for the protection and preservation of workers' safety and health and the scientific environment in the light of practical variables, scientific progress and developments related to economic and social development programs and ratified Arab international conventions related to occupational safety, health and work environment.
  • Express an opinion on the proposed legislation related to occupational safety, health and work environment.
  • Conducting studies and research on occupational safety and health and the science environment.
  • Studying Arab and international conventions and recommendations related to occupational safety and health and expressing their opinions and recommendations.
  • Taking an advantage of the exchange of experiences with establishments, associations, committees and bodies working in the field of occupational safety and health and work environment.
  • Developing and proposing plans for the provision, preparation and qualification of human resources specialized in the fields of occupational safety and health and work environment in accordance with practical and scientific needs, and identify the competencies required for occupational health and safety jobs.
  • Developing a preventive awareness in the field of occupational safety and health and the work environment through the audio-visual and print media, organizing an exhibitions, conferences and specialized seminars, in coordination with government agencies, major companies and civil society institutions.
  • Consulting, coordinate with other relevant authorities to propose laws and regulations and make arrangements for occupational safety, health and work environment.
  • Direct coordination with the Occupational Safety and Health Inspection Authority at the Ministry of Labour and Social Development in the field of law enforcement and ministerial decisions in the field of occupational safety and health.
  • Providing consultancy services in the field of occupational safety and health to the Occupational Safety and Health Inspection Authority at the Ministry of Labour and Social Development.

Trade Union Organizations:

 

The department coordinates between the three production parties in all matters related to trade union organizations and trade unions, coordinates with international organizations, and represents the Ministry in the relevant committees, in addition to following up the registration of collective labour complaints requests and submitting them to the Collective Dispute Settlement Council, receiving requests to establish new trade unions, and reviewing The procedures for its establishment, spreading union awareness and promoting social dialogue in light of national and international labour legislation, preparing union cadres and leaderships, with emphasis on work values, increasing and developing productivity, and enhancing social participation among production parties.

 

Ministry of Labour and Social Development measures for the prevention of COVID-19 at the workplace:

 

 

Within the directives of the Ministry of Labour and Social Development and the Occupational Safety and Health Council, towards developing preventive awareness between the two parties to production and spreading a safety culture in the workplace, in addition to,the importance of the role of societal partnership in activating the role of worker safety and health and making it a tangible reality affecting productivity in the workplace through participation in responsibilities and obligations in this aspect in order to preserve lives and property in light of the exceptional circumstances that the Kingdom of Bahrain is going through.

 

It cast a shadow over all segments of society without exception, as His Excellency the Minister of Labour and Social Development issued a package of instructions and administrative procedures that would protect workers from Covid-19 infection and reduce the infection rate to the lowest level, which strengthens the spirit of solidarity and cooperation to overcome the effects of these circumstances.
